Excuse my ignorance, but why is round 8 the "World Champs"

How does all that work then?

The location switches every year. How they decide who the host is, I will let someone else with more knowledge than me explain.

Why not?  

The World Cup is a points series event, with a set of races in different continents and countries. Whoever racer gets to the end of the final round with more points wins!
World Championships is a one race only event! The racer with the best overall time wins and is 'crowned' World Champion.

Ex: Last year Greg Minaar won the World Cup; Gee man won the World Championship!

World Champs you're essentially riding for your country, and all the riders have to ride in their country colours.

World Cup is just a points series for individual riders.
